The article considered the possibilities of public participation in environmental and scientific researches on environmental assessment. Such participation at a high professional level can be organized and leaded by scientific and educational centers created at academic institutions, universities, corresponding managements. One of such examples is the Scientific-Public Coordination Center «Clean Water», created in 2003 at the Institute of Biology and Soil Science, FEB RAS (now Federal Scientific Center of Biodiversity FEB RAS), whose goal is to develop the public environmental monitoring and control by creating a network of Public Environmental Agencies (PEA) on the basis of schools, universities, ecological NGO.
